Pay the Man

Why is it that businesses think they can receive marketing communications services and then not pay for them? I have a client - soon to be ex-client - who has not yet paid me. We have been working hard on his account for three months, increasing targeted traffic to his website and getting him decent media coverage. No check. I’ve asked several times for a payment status and he keeps saying he is awaiting checks so he can pay bills. Three months is a long time to carry a client.
It seems that businesses always place their agencies at the end of the line for payment. Yet, when they need new business, who do they call first?
